The builders of Rolling Hills and Pironi Estates intend to build Woodbury Hills on 5.2 acres of land located north of Woodbury-Cold Spring Road, east of Trailview State Park, (Formerly the Bethpage State Parkway Right of Way), and 680 feet west of Whitney Lane. 86,000 cubic yards of dirt and 3.1 acres of woods will be removed and leveled to construct 5 luxury houses. A private road from the Syosset-Woodbury Road and Woodbury Road intersection will be built to access these houses.

Dear Commissioners,

I would like to thank the commissioners for the opportunity to speak on the subject of NCPC-1897-P-1, also known as the “Woodbury Hills” sub-division.

As you know, The “Woodbury Hills” sub-division is to be located adjacent to the eastern boundary of Trailview State Park (Please see attachment 1). A major feature of Trailview State Park is a 7 mile section of the Nassau/Suffolk trail. The Nassau/Suffolk trail is a 20 mile long National Recreation Trail that links Cold Spring Harbor with Massapequa .

The “Woodbury Hills” site plan has incorrectly labeled the Nassau/Suffolk trail as a mountain bike trail (Please see attachment 2).

I would like to see the following areas addressed within the Draft EIS.

•  The proposed retaining wall on lot 2 will run very close to the Nassau/Suffolk trail. This wall will be 10 feet high at its highest point. What steps will be taken to ensure the safety of hikers on the Nassau/Suffolk trail? Will the Nassau/Suffolk trail be effected by rainwater backwash from this retaining wall?

•  What effect will the grading for the new private road have on the natural depression located within Trailview State Park ? Currently this depression slopes west to east. The new road will close off the eastern end of this slope. What impact will this closure have on soil saturation, and is it possible that the areas of the new road up slope will now drain into this depression?

•  What effect will the retaining wall in the northeast section of lot 4 have on down-slope rainwater run-off onto the LIRR service road and Whitney Lane ?

•  Will the Nassau/Suffolk trail need to be closed at anytime during construction.

•  The Expanded EAF part I (BP&V #02321) mentions a private homeowners association garden or park, however I can not locate this area on any site map.

As to my interest in this project, I am the current President of the Nassau Hiking & Outdoor Club. The Nassau Hiking & Outdoor Club is a 500 member hiking club that has been hiking on and off Long Island since 1966. NHOC's most popular Long Island hiking trail is the Nassau/Suffolk trail. I personally have lead dozens of hikes on the Nassau/Suffolk trail. The most recent hike being March 14, 2004 when I lead 32 NHOC members and guests, north from Jericho Turnpike to Stillwell Road and back.
